The following Vacancies are available urgently at the National Malaria Elimination Programme, Global fund programme management unit (GF-PMU)
Position: Monitoring and Evaluation Manager (Global Fund)
Reports to: The Programme Manager (Global Fund), with oversight of Head, M&E, NMEP
• Supervise staff carrying out all M&E activities related to GF;
• Planning and coordination of field operations and data management related to GF;
• Direct the timely implementation of all M&E activities stipulated in the approved GF work plan;
• Monitor SRs/States contracts/MoU with regards to adherence to the terms related to M&E for the grant;
• Coordinate the collation of routine malaria commodity utilization and surveillance data for GF-supported states;
• Plan and coordinate quarterly data verification/validation visits to sampled facilities in GF-supported states;
• Supervise the analysis of data generated from data verification visits and preparation of reports;
• Collate and coordinate validation of SRs’ quarterly PUDR submissions to NMCP;
• Take the lead in the preparation and submission of NMEP NFM quarterly report;
• Planning and coordination of evaluation and operational research surveys including data management, dissemination of results and preparation of technical reports;
• Provide strategic linkages between the GF M&E activities and the national M&E plan to ensure adherence to the three-ones;
• Develop M&E plans and Strategic plans in conjunction with partners;
• Provide technical support and capacity building to the states programme officers on malaria M&E;
• Coordination and supervision of all 19 Field M&E Officers;
• Contribute to the formulation and review of policy and guidelines for GF malaria control activities;
• Coordinate the design and deployment of data capturing tools for generation of data from service delivery points;
• Provide data required for budget preparation, procurement and distribution of Global Fund NFM supplies (Antimalarial medicines and commodities);
• Plan and coordinate training programmes especially on M&E as documented in the work plan.
• MBBS/ B.Sc. (health-related field) with at least 6 years post qualification experience;
• MPH/M.Sc. (Public Health);
• At least five (5) years’ experience in Monitoring and Evaluation of Malaria programme/projects;
• Proficiency in MS Word, Excel, PowerPoint and other computer skills;
• Excellent communication skills (written, spoken, presentation)
POSITION: PSM Specialist
The overall responsibility of the PSM Specialist for the successful delivery of the procurement and supply management services for the efficient implementation of the Global Fund (GF) grants. The PSM Specialist works as part of an enlarged team comprised of the central level Program Management Unit, PSM and Procurement branches.
The PSM Specialist shall under the direct supervision of the Programme Manager-GF, and in collaboration with other PSM staff, carry out the following activities:
• Undertakes quantification and forecasting (Q&F) for Malaria commodities and related products, working in collaboration with other Malaria partners/stakeholders.
• Monitors and updates stock, consumption/distribution and pipeline information.
• Develops, implements and updates procurement plans for health products and other non-health products or services in line with NMEP procurement manual as well as GF principles.
• Develops/reviews specifications and terms of reference to ensure completeness, accuracy and compliance with quality standards and/or procurement needs.
• Ensures proper tendering and bidding procedures, including submissions to the NMEP Procurement Committee and GF Country Team for approvals, as needed.
• Solicits and evaluates tenders to ensure overall competitiveness, quality and conformity to specified requirements.
• Reconcile quantities procured with quantities received for each shipment (incl. LLINs).
• Prepares (and/or updates) and submits a Quality Assurance Plan (QAP) for GF Malaria commodities and ensures implementation of all QAP activities.
• Coordinates timely delivery of safe, effective and quality anti-malarial commodities, infrastructure and equipment through best procurement methods that ensures value for money.
• Liaises with teams from Pooled Procurement Mechanism Supply, relevant Federal Ministries, National Agencies, clearing agents and transporters/3PLs to ensure timely supply and delivery of anti-malaria commodities and related products.
• Set appropriate controls for proper tracking of goods from transport and handling to final destination.
• Monitors third party logistics providers/suppliers’ performance with respect to the quality and timely delivery of goods and services.
• Analyze correlation between reported health service data and utilization of ACTs and RDTs at different levels.
• Develops contract conditions and ensures effective contract management, and evaluates contract performance in collaboration with relevant stakeholders/Branches within NMEP.
• Prepare technical and status/progress reports on procurement and supply management of malaria commodities and implementation of activities, as needed.
• Perform other duties as may be assigned.

• Monthly reconciliation report on quantities procured and received
• Postgraduate degree in pharmaceutical, logistics management, business administration or any development related field. Pharmaceutical and/or supply chain background is essential.
• At least 5 years of professional experience in health programmes preferably in procurement and supply chain management environment. Prior procurement and supply chain experience in the frame work of Global Fund grants a further asset.
• Specific experience in Malaria, HIV/AIDS, or TB, programmes strongly desired
• Demonstrated ability to liaise, collaborate with government, private and non-governmental organizations.
• Extensive knowledge of Nigeria public health sectors
• Strong analytical and problem solving skills
• Excellent technical writing and oral presentation skills are highly desired
• Ability to work as part of a team and to be self-managing
• Ability to work under pressure and handle multiple concurrent activities;
• Knowledge of Microsoft office package such as excel, access, word, and powerpoint
• Willingness to travel extensively and to spend extended periods of time in the field.
